A table such as this is actually easier to construct than you might imagine. You just need to get a pattern started, test it, and then replicate it for as many intervals as required.
Tables like this behave quite well. When you enter information, the cells will expand down to hold the text. You should probably use as small a font size as possible. Do this by surrounding your text with <FONT SIZE=1> and </FONT>, with 1 representing an extreme example of a small size for text.
